well there´s a quiet woman walking in the street, and there are some chairs and tables and a beutiful bush  infront of the man .  It could be, that the man is enjoying at cutting the grass, he must restrain of a scold of his boss because, he might be a gardener and for that reason, the plants are radiants with the  yellow tulips and the orchids.
So the man takes care of the gardens of the streets.
